在香港，文化課題 (藝術發展、城市面貌、流行文化、以至民間生活方式) 曾經長期不受重視，處於一種零散自生狀態。殖民政府為了避免引起衝突，盡量減少太礙眼的文化干預，對華人文化、習俗既無大刀闊斧的改造或打壓，但亦不會保育、栽培。今天，情況早已有所變化，香港的文化項目被放上政治議程，變成政府決策重要的一環，並引來各種力量的挑戰。文化扣連政治，面對爭逐，已成常規。今天想了解香港社會，其中一項任務，就是了解它的「文化的政治」(the politics of culture)。同時，香港政治已由以往主力關注公共行政和資源分配，演變成一種既講求利益亦重人情世故，既重視制度程序也強調民心向背的複合進程。二十一世紀的香港統治階層，必須學會善用符號，鼓動民心，駕馭集體想像，為畸形的政治制度確立認受性。今天公共行政已無可避免同時是一項文化工程。「政治的文化」(the culture of politics) 影響深遠，甚至在未來的日子，左右大局。
