有關商人與政權關係、商人參政研究，中外成果甚多，但能以商會、商人團體作個案來討論的，還不多見。清末中國因施行商法，商人地位被肯定，有學者認為由於商人支持辛亥革命，辛亥革命成功，亦等於中國資產階級 (bourgeoisie) 革命成功，這說法是值得商榷的。過去學者對中國商人「階級化」和硬套「資產階級」之標籤，也是不對的。有關商人的代表性、政治地位等問題，最引人注意的，莫過於對市民社會 (civil society) 曾否在中國出現的爭論。爭論的焦點在於政府對商人的管理和控制、商人參與政治等問題。
中國自改革開放後出現的對政治改革的訴求，有關民間商會地位問題，又重新引起了關注。到底，商人是熱心公益、愛國？還是唯利是圖、喜歡投機？當然，不能一概而論。本書收錄共七篇文章，都以商會為討論對象，並與國家政權的關係來進行分析的。本書附有〈中國商會、商人團體史研究文獻目錄〉，收錄中、英、日文資料約五百條。
