中華崛起了嗎？從硬實力來看，中國、台灣、香港的崛起已是有目共睹。然而要成為全球化世界的領袖，仍需民主、法治、公義、文化等軟實力的支撐。此外，能在台海兩岸和平共生，是中華民族在世界上持續崛起的一重要條件。作者指出全球化世界的三個要素：民主化、技術化、國際化，及其對中華民族的影響。他分析軟實力的中國文化源頭，突現先賢老子、孔子、孟子對軟實力的主張，指出誠信及民本是他們對政治的共同理念。作者分析台灣過去在全球化中的技術經濟及社會發展，是以中華傳統軟實力為基礎。他檢討香港在回歸中國主權後的內部演變，指出對領導軟實力的憂慮。作者觀察中國大陸硬實力的迅速崛起，呼籲必須建立軟實力為配合，才能奠定在全球化競賽中的領導地位。作者並以對美國、中東、及兩岸領袖人物的觀察，引証軟實力領導風格的重要。

林垂宙

林垂宙在廣東汕頭出生，因避戰火到香港，隨後去台灣。大學 (台大) 畢業後去美國留學，攻讀高分子科學，獲得哥倫比亞大學博士學位，並在杜邦化學公司 (DuPont) 從事產品研發及商業化工作，前後十七年。1983年他辭職回台灣，任工研院材料所所長，旋升任工研院院長；其間並兼任清華大學教授、主任、工學院院長等。工研院退休後，在香港回歸前回港，出任香港科技大學副校長，主持科研發展，並領導開發廣卅南沙資訊科技園，鼓吹加深香港與大陸的人才教育與科研創新的合作。他是瑞典國家工程院院士，香港工程院院士，曾獲第三世界科學院技術獎等。他對文學亦有濃厚的興趣。
