作者是一名出生於香港的資深土木工程師，早年考獲政府獎學金入讀香港大學。畢業後四十年間一直服務政府，及後在拓展署長任內退休。期間曾參與多項大型基本建設，包括策劃設計赤角國際機場和青馬大橋與及拓展沙田等大型新市區，闢地基建及配套社會設施。他退休後繼續教育培訓，服務社會。獲聘香港大學名譽教授，及選為香港工程科學院院士及理事，並曾邀任港事顧問，香港特區選委和前高級公務員協會會長等職務。
